
Rey's hood in Star Wars: The Rise of Skywalker was modeled on Leia's original costume. Star Wars: The Rise of Skywalker was always intended to be Leia's moment to shine, but sadly the passing of Carrie Fisher complicated matters considerably. Lucasfilm was still determined to honor both Fisher and her iconic character, and they did this by repurposing unused footage from Star Wars: The Force Awakens.
In addition, they also stressed the importance of Leia to Rey. In the year between Star Wars: The Last Jedi and Star Wars: The Rise of Skywalker, Rey had become Leia's apprentice, learning the ways of the Jedi from her. According to Lucasilm, this had always been in the plan; The Art of Star Wars: The Rise of Skywalker includes a transcript of a meeting of the Lucasfilm Story Group dated back in 2014, in which they discussed the idea. "We should shift it to Leia is the Obi-Wan of this entire trilogy," Dave Filoni noted.
Rey's entire costume was designed to stress her connection to Leia. According to chief costume concept artist Glyn Dillon, he designed her new look as a homage to Leia's original costume in the first Star Wars film. "From the side, I based [the hood] on the Leia hood from A New Hope," he notes in The Art of Star Wars: The Rise of Skywalker.

This is expanded upon in the Star Wars: The Rise of Skywalker Visual Dictionary, which stresses Rey deliberately styled her clothes on traditional Alderaanian fashion as an expression of her commitment to Leia. According to that book, Rey was particularly drawn to Leia because she felt sympathy for the losses the general had suffered, and was impressed by the inner strength that meant Leia had not faltered. Leia had lost so much over the years - Alderaan, her son Ben, her brother, her husband - and yet she remained rock-solid, committed to the cause of the Resistance, a beacon of light against the darkness.
It's fascinating to see how much thought goes into even the smallest aspect of a blockbuster like Star Wars: The Rise of Skywalker. In this case, the finest details in Rey's costume have been deliberately chosen as a homage to Carrie Fisher, and they represent the intimacy of the Master-Padawan bond Rey has come to share with Leia. For all that's the case, though, it's important to note Leia was interested in Rey for a very personal reason; according to the novelization, she always sensed Rey would be key to her son's redemption, and so in a way her love for Rey was a demonstration of her continued love for Ben Solo.
