
After Eugene (Josh McDermitt) is caught by Mercer attempting to contact Alexandria on the radio in The Walking Dead season 11, episode 5, “Out of the Ashes,” Stephanie (Chelle Ramos) still doesn’t reveal her real identity to Eugene despite the fact that her role as a decoy has seemingly served its purpose. Since Stephanie suggests to Eugene the quickest way to contact his people would be to skip the proper channels and covertly break into the Commonwealth’s communications center, Eugene’s arrest after illegally using the equipment gives the impression that Stephanie was involved in a plot devised by Mercer to trick Eugene into revealing the true reason they came to the Commonwealth.
Apart from being previously identified in a photo caption on AMC’s press site as “Decoy Stephanie,” episode 5 features numerous hints that Ramos’ Stephanie is an imposter posing as the woman Eugene first made contact with over the radio in season 10. During the scene when Stephanie takes Eugene to get ice cream, The Walking Dead subtlety introduces the real Stephanie: a woman picking up an order of free ice cream for the Commonwealth’s governor, Pamela Milton. Not only does she select Stephanie’s favorite ice cream flavor Rocky Road, but she’s also portrayed by Margot Bingham, the same actress credited as voicing Stephanie in season 10. Despite taking note of the real Stephanie’s choice of ice cream, Eugene never appears to distrust Ramos’ Stephanie even after she leads him into Mercer’s trap, which was likely only the first step in an ongoing plan.
Since the fake Stephanie didn’t admit to her deception at the end of episode 5, it’s likely that the ruse is still ongoing, and part of a grander scheme to attain more information about Alexandria. When Eugene and Stephanie first began talking over the radio, they never revealed too much about their communities apart from mentioning the U.S. state they were based in. When Eugene’s group is interrogated by the Commonwealth, they alternatively claim the four of them have been on the road for years as the auditors continually ask about the location of their settlement. Eugene finally “confesses” to Mercer that he originally lied to Stephanie about being part of a larger community. Since Eugene later uses the radio to contact the settlement he claimed didn’t exist, Mercer's plot wasn’t devised simply to catch Eugene in a lie, but to coerce him to either divulge more details about the people they contacted during his hearing or otherwise be exiled from the Commonwealth.

The fake Stephanie’s role is arguably even more essential now that Eugene has been arrested for violating multiple Commonwealth rules in The Walking Dead season 11. Just like the Commonwealth’s suburban facade, which is filled with pre-apocalypse comforts from ice-cream trucks to hotels and cake stores, Stephanie’s role as Eugene’s only confidant within the Commonwealth has helped lull the Alexandrians into a false sense of security. While Eugene already considered Stephanie to be an ally based on their past conversations via radio, Ramos’ Stephanie gained all of the Alexandrians’ trust when she introduced them to Lance Hornsby, an influential member of the Commonwealth that could defer Eugene’s banishment. Now that Eugene’s group believes that there are two trustworthy people within the Commonwealth’s ranks, they’ll likely explain Alexandria’s situation to Lance and Stephanie, unaware of the true threat they pose to their community.
Alternatively, season 11 might've already insinuated that Stephanie is part of a larger conspiracy within the Commonwealth. In The Walking Dead comics, the Commonwealth’s society operated on a caste system, which implies that there's a social hierarchy in place. While it’s currently unclear what determines a person’s social status within the Commonwealth, the auditors’ comment that there are multiple levels to pass before being granted citizenship suggests that every newcomer welcomed into their walls will need to work their way up to the higher ranks. Since episode 5 intentionally pointed out that the real Stephanie now works directly under Milton in the role of an assistant, it’s possible that luring Eugene and his group to the Commonwealth is what earned her a position working within the higher levels of their infrastructure.
