
Warning! Spoilers ahead for Captain America Annual #1
In Marvel's new Captain America annual issue, it's revealed how the Time Stone actually works, at least in the hands of its new wielder Hector Bautista (also known as Overtime). Being part of Marvel's Infinite Destinies event, Marvel has been pulling the curtain back on the new Infinity Stone Bearers, the various beings chosen by the Stones themselves thanks to the actions of Adam Warlock. As a result, Overtime gets the chance to reveal how his powers work including its limitations while being pursued by Steve Rogers.
While Iron Man Annual #1 saw Tony Stark facing down the villain Quantum and his powers gained from the Space Stone, Captain America and Black Widow are going after Hector Bautista's Overtime in Captain America #1 from writer Gerry Duggan and artist Marco Castiello. Being a fugitive from the law who used the Time Stone to break out of jail when the Infinity Stone literally landed in his prison cell, Cap and Black Widow are determined to bring Overtime in. However, Hector firmly believes that the Stone chose him for a reason, hoping that he can use his new powers to go back and prevent his crime that led to innocent lives being taken.
However, Overtime can't do what he needs to if he's put behind bars again, so he does everything he can in his power to evade Captain America and Black Widow, including a high-speed motorcycle chase. However, when Black Widow attempts to wreck Overtime's ride and throw him from his bike, Hector uses his powers to slow himself and his momentum down, allowing him to safely land and keep running from the two Avengers. While doing so, he also explains how his manipulation of time works through the Time Stone, and it's pretty interesting:

Presently, it seems as though Overtime's abilities consist of speeding up and slowing down time around him in short bursts depending upon how hard he focuses. His water hose analogy is helpful, too, confirming that he can't freeze time completely. However, nothing he's doing now will allow him to go back in time far enough to save those he murdered. To do that, Hector rightly believes that he'll need the help of the other Stone Bearers in order to access his full powers and vice versa.
While the Infinity Stones are certainly powerful on their own, it's really nothing compared with what can be done with all the Stones working in tandem, literally providing an infinite loop of unimaginable power. Now that the Stones are all tied to individuals, it seems as though Overtime will be looking to assemble an "Infinity Team" of sorts, which would certainly be a force to be reckoned with. In any case, learning how the Time Stone works is pretty interesting, though it's very likely that Overtime has only scratched the surface of what it can do in this new issue of Captain America.
